To achieve the 2050 Vision of making Cambodia a high-income country, the Royal Government, under the dynamic and wise leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, has continued to set clear socio-economic development directions for the next phase. As reflected in the Pentagonal Strategy–Phase I of the Royal Government of the 7th Legislature of the National Assembly, the goals are to maintain the momentum of peace, economic growth, and overall development, alongside prioritizing five key areas: people, roads, water, electricity, and technology—especially digital technology—to respond to the Fourth Industrial Revolution and the digital transformation of Cambodia's economy and society.

Access permits, licences, and ICT-related public services provided by the Provincial Department and Ministry of Post and Telecommunications.
Post Services
Manage, supervise, and develop the postal network to ensure quality and safety, and be responsible for issuing licences and permits to operators providing domestic and international express delivery and parcel services.
Telecom Services
Develop policies, expand telecommunications infrastructure, issue licences to mobile and internet operators, and manage the import of radio-telecommunications equipment in compliance with technical standards.
ICT Services
Promote nationwide digital transformation, manage and issue recognition certificates to technology companies, build the digital ecosystem, and protect information technology security (Cybersecurity).

Manage, maintain, and allocate national domain names ending in .kh exclusively in Cambodia to protect business trademarks and strengthen the nation’s official digital identity on the internet.
